Guide to Information

Freedom of information (FOI) law requires Scottish public authorities to produce and maintain a publication scheme. Authorities are under a legal obligation to:

  • publish the classes of information that they make routinely available
  • tell the public how to access the information and what it might cost.

The Royal Blind School is a Scottish public authority under FOI law and it has adopted the Model Publication Scheme produced by the Scottish Information Commissioner. Please note that while the Royal Blind School is a public authority under FOI law, the organisation that runs it, Royal Blind, is not.  Royal Blind is only obliged to provide information under the Act in respect of its running of the school, and not on any other aspect of its activities.  This guide provides links to some information about Royal Blind and its other activities, but that information is provided at our discretion and not in compliance with any statutory obligation.

The purpose of this Guide to Information is to:

  • let you see what information the Royal Blind School publishes under each class of the Model Publication Scheme
  • tell you how to find the information easily, or to provide a direct web link
  • give contact details for enquiries and help with accessing the information
  • explain how to request information we haven’t published, and
  • tell you about charges you may have to pay us for giving you further information or for printing the items we make public and sending them to you

Availability and formats

The information we publish under the Model Publication Scheme is, wherever possible, available on our website and linked from this guide. We offer alternative arrangements for people who do not want to, or cannot, access the information online or by inspection at our premises but we may charge for this. For example, sending information to you in paper copy and/or in alternative formats.

Exempt information

We publish the information we hold that falls within the classes of information in the tables below. If a document we provide in response to a request contains information that is exempt under Scotland’s freedom of information laws (for example sensitive personal information or a trade secret), we may remove or redact the information before publication, and we will explain why.

Copyright

The Royal Blind School has adopted the Open Government Licence (OGL) for the information we publish through this Guide. You can view the OGL here: http://www.nationalarchives.gov.uk/doc/open-government-licence/. This sets out what you can and cannot do with our published information where we are the copyright holder. 

Exceptionally, the Royal Blind School may not hold the copyright in information we publish, in which case we will make that clear in this guide.

Charges

There is no charge to view the information we publish, either on our website or at our premises.

We may charge for providing information to you by other means e.g., photocopying and postage, but we will charge you no more than it actually costs us to do so. We will always tell you what the cost is before providing the information to you.

Our photocopying charge in pence per sheet of paper is shown in the table below; we will copy double-sided unless you ask us for single-sided:

For information provided on CD-rom we will also charge you the cost of the CD.

We will recharge any postage costs at the rate we paid to send the information to you.

When providing copies of printed publications, we will charge no more than the cost per copy of the total print run, but most of these are free of charge. The exception to this is any commercial publications that we offer for sale, whose price reflects a market value which may include the cost of production.

We do not pass on any other costs to you for our published information.

This is also the contact information to use to ask for information that we do not publish, ie to make a “Freedom of Information request”.  You can also make contact via the school office or management, and they will pass on the request. We will be pleased to advise you further on this, and on how to complain if you are dissatisfied with any aspect of this publication scheme.

We publish the information that we hold within the following classes. Once information is published under a class that is annual, such as our Business Plan and our accounts, we will continue to make it available, so that from the third year and at any time thereafter the information will be there covering the current and previous two financial years. However, where information has been updated or superseded, only the current version will be available. If you would like to see previous versions, you are welcome to make a request to us for that information.

Our charges for information that has not been published

We will charge according to the maximum set in the statute. In practice the maximum charge is £50. If the information costs us less than £100 to extract there will be no charge.
